What is the best build and killer for jumpscaring? And how to correctly apply it?

So basically title, what is the best jumpscare build and how have you got to play in order to be as efficient as possible (basically make people jump off their seats and get hooks, with the first one as a preference)?

Add ons: Serotonin Injector / Tyrant Gore
Offering: RPD Badge
Perks:
Trail of Torment: A great perk for baiting Survivors towards you and just to stay Undetectable when theres no Zombies nearby. I believe simply infecting a Survivor also doesnt put the perk on cooldown
Tinkerer: Points you in the right direction, and pairs surprisingly VERY well with the next perk
Insidious: Any time you are Undetectable, Insidious also activates, meaning if the timer of something else giving you Undetectable runs out, standing still will maintain that Undetectable, meaning your TR wont come back at all. Works very well with Tinkerer to scare off a Survivor and then hiding around a corner close to the gen since theyre most likely going to come back, since its a gen thats almost done.
Devour Hope: Since the map is RPD, the totem usually stays up for quite some time. With the amount of ways you have to become Undetectable as well, getting that first and only hit once you reach 3 stacks is usually quite an easy task

Tier 1 myers with you being able to see through walls add on along with tier1 lunge being farther.
Perks you can largely run whatever you want since staying in tier 1 you have no terror radius. I believe I use noed, sloppy butcher, bamboozle, and the last one I switch around a bit (save the best for last or eruption are most often)
You do move very slow but you can surprise a lot of survivors and get 4ks pretty consistently. I prefer this build of infinite tier 3 or tombstone builds

I like to stick to the dbd classics for jumpscares, Scratched Mirror Myers.
Perks: Monitor and Abuse/Play With Your Food/Furtive Chase/[Insert gen slowdown of choice]
Addons: Scratched Mirror/Jewelry or Vanity Mirror(if you want the EW2 buffs)/Jewelry
Map Offering: The Game
This build keeps your TR suppressed heavily and gives you on demand tracking via your stalk. Furtive will let you juggle your obsession throughout the game so you can always have access to the movement speed increase of PWYF. You'll be at a movement speed disadvantage, but that isn't as big a deal on The Game where you'll be able to get the benefit of corners. Scratched Mirror does severely limit your lunge ability so you can swap the jewelry for the lunge increase addon. Vanity Mirror lets you go to the EW2 which gives you a bit more base movement and lunge support in exchange for less aura reading distance. The aura reading will be cut from 32m to 16m if you swap Scratched to Vanity. Monitor and Abuse will give the benefit of extra FOV when not in chase as well so you'll have a tad bit more visual range to play with.

Monitor was good when he had a 6 meter Terror Radius. Now that he's undetectable, this Perk is practically a wasted Perk Slot.

Has monitor be changed to just give undetectable because it is still shown as reducing your actual TR on the official wiki

You misunderstood.
Teir 1 Myers is undetectable permanently. He hasn't got a terror radius that needs reducing. That makes M&A a dead perk on Scratched Mirror Myers. It is useful on Vanity Mirror Myers, but that's a whole other ball of wax.

Anyway, my nomination is what I call Off Brand Scratched Mirror Myers.
Addons: Boyfriend's Memo. Then one of the jewelry or Glass Fragment.
Perks: Surveillance, Oppression, A Nurses Calling, Sloppy Butcher.
Basically the goal of this build is to mimic the effects of having Scratched Mirror equipped without actually having it equipped. Partially because then you aren't burning a purple add on and probably a map offering every game and partially for the flexibility of being able to react to games/maps where being the sneakiest sneak stops working.
Essentially you just are playing hit and run Myers without leaving Tier 1 until you feel like you absolutely must have the extra lethality of Tier 2 and 3.

Hag
Use the addons Shackles with Severed Ear and place Hag traps near Gens or places Survivors go. The Shackles make it so survivors are not alerted to the triggered traps and the ear deafens them so they can't hear when Hag pops up.

Oh, I see now. It has been a while since I last played him. Well I guess someone could swap it for whatever strikes their fancy maybe Hubris or Coup De Grace? Not needing to compensate for the tiny bit of TR definitely opened up a lot of play space.

I really like pig with Amanda's Letter. Use an indoor map for being able to sneak and see people's auras. I've crouched up to gens before and just sat there before the survivor repairing it ever noticed me.

No, Myers in Tier 1 is undetectable, so he doesn't have a Terror Radius at base.

Yeah, there are some good ones, but scratched mirror Myers is king. So fun.

If you want some unconventional options, mix the following Killer/Addon combos with the Undetectable/Oblivious perks of your choosing:
Hillbilly w/ Apex Muffler (Survivors who can't hear your Terror Radius also can't hear your chainsaw) (enjoy a compilation of Silent Billy jump scares)
Mastermind w/ Bullhorn (Survivors who cleanse become Oblivious); optional: Iridescent Ouroboros Vial (Survivors start infected and become Exposed on full infection)
Legion w/ Susie's Mixtape (Extended Freak Frenzy detection range) the mixtape offers Frenzy detection while Legion is Undetectable, but still doesn't work on Oblivious survivors. The tricky part is Legion has no way to make themselves Undetectable.
I also have the following on Doctor (yes, Doctor)
Discipline (Maddened Survivors see the red stain on themselves while in chase)
Dark Devotion, Hex: Plaything, Hex: Retribution, Hex: Pentimento
Pro-Tip: Your Terror Radius dictates the range of Static Blast, not its effectiveness. In other words, Static Blast hits Oblivious survivors.

For Legion you could run Tinkerer or Trail of Torment to get undetectable

Tinkerer for sure. Also Dark Devotion. The thing with Trail is you can't maintain Undetectable since it's lost after you hit someone and Legion's thing is chaining hits together, so you don't get the Frenzy while Undetectable value.

Hag with rusty shackles (no indication of traps being triggered) use a perk with undetectable like dark devotion or grandmas heart add-on.
The shape & boyfriend's memo (increases lunge of basic attack), just don't reach tier 2 unless you have to as you can't go back to tier 1. Play with your food is good with this for patrolling gens and chasing survivors.
The Dredge with an undetectable perk like dark devotion tinkerer insidious (it's been a while but I think insidious works, just enter a locker near a gen and wait for survivor).I

I'm sometimes having fun with Insidious Pinhead + tooth add-on. I hang around the box (not on it) just to scare and hit survs. It's not good in game terms, just something I do when I want to play silly.
Myers is the king of jump scares.

Demo with both iri addons. Shredding someone on a gen who has no idea that your there is hysteric.
Honorable mention to ghostface with driver's licence. Nothing like exposed and gen exploding in your face to get instantly downed.

Scratched Mirror Myers is the obvious choice but I've crapped myself against Rusty Shackles Hag a few times.
