that's it, I've had enough, I've waited 2 years for steam deck support, now they've released an update with the fps limit at 62. that's it, I've had enough, goodbye dead by daylight community, forever, or at least until remove the fps limit

Does for me and I was at 62 after the update just like you.
I have these settings
GameUserSettings.ini bUseVSync=False FrameRateLimit=120.000000
I've made no changes to the engine.ini

Sounds to me like you are just looking for an excuse to leave. After 5700 hours, you are probably burnt out. Which is fine btw. People are supposed to move on and do other things when they get tired of something. Just don't make lame excuses.
