Is Ghostface's reveal system bugged?

Just had a game where I could not reveal him at all. I was just about to expose him until he hid behind a wall and started leaning. I couldn't reveal him at all at that point. He kept getting into cover (behind a crate I could literally see over) and obviously I got exposed after all my progress went down the drain in two seconds. It's not my fault at all, I had him directly in the middle of the screen the entire time. I even prioritized revealing him and went close so I knew it would work.

    you need to see at least 20% of his body. if you can only see his head peeking out, typically you wont be able to reveal him.
