Unrelenting and The Wraith?

So we know that perks belong to killers and the universal perks such as sloppy butcher, belong to the killers lost in the void. So how does that explain Unrelenting, lore wise? Who did Unrelenting belong to and why does it have Wraith’s weapon as its icon? Any Ideas?

Where is it stated generic perks were one teachable of killers lost in the void?
Like I admit I'm not knees deep into the lore but I've never heard that before.

I thought universal perks were just that, general perks that every killer or survivor just knew and had unlocked. Was it stated somewhere that the universal perks belonged to killers and survivors that lost all hope in the void?
