New hacker wave?
I got a match with a cheater and his friends, but I cannont report them cause there is no account, username or anything that I can use to create a report :/
I got them on video tho

Just use the ingame report function even if he is anon. The support person uses your player id to search for the report.

Indeed, got a game where the gens were done instantly as soon as I loaded into the game

Be glad you got an obvious cheater. At least you know there was one in your game.
Now imagine how many of those just tweak their ms, turn wall hack on and slightly boost their action speed. Those still continue playing undetected and you will never know something was off in the first place.
You can ''report'' those but be sure it will take a while before any real action will take place, if any. Chances are you will meet the same person in your match sooner than they get properly punished for illegal software use.

It doesn't because no one looks at in-game reports unless there is also a support ticket.

- Make support ticket with evidence

On console, reporting is next to impossible. Way too tedious and you cant record your gameplay without a third party program. And without evidence, BHVR wont even look at the ticket.
