hex devour hope Light up meaning

When running devour hope, and currently am running a hex build, devour hope, haunted ground, plaything, pentimento, i check constantly to see which one if any has been deactivated. Hex is one of my favorite perks and so i keep a very close eye for the rare chance it hits 3 or more. Sometimes it is lit up and active while other times it is dark and active so I have no way to know if the perk is still up or not. Since both are active what does it being lit up mean in regards to when it is not lit up?

    when it lights up it means you're far enough away to earn stacks for it, or one of it's 3 effects is active.
