Have you considered…buying the perks? They turn a lovely shade of green if you do that.

I meant on the BW, but yes you can actually buy perks from the Shrine of Secrets.
Though, I’d recommend getting characters up to prestige 3 if you want their perks maxed out on all characters. Saves a lot of the grind in the long run.

I’m still not sure what the actual issue is.
Are perks not showing up in your bloodwebs? Or are only yellow ones appearing? ‘Cause the title implied the latter.
If no perks are appearing at all, then I have to ask if you haven’t gotten all available perks already. If that’s not the case, you got yourself a bug.

They haven't shown up in the BW at all. On my knight I get greens and purples from my other killers, but none of his.

Have to say, that was not clear from your previous explanations.
That just seems like poor luck, though. Again, to reduce the pool of perks that can appear in your webs, I’d recommend P3’ing other killers. That way you won’t need to slog through all their perks to get what you actually want. Or at least, not as much.
Also, every character starts out with their own teachables at tier 1 (yellow), so they wouldn’t appear as yellow in their webs anyway.

I bought Mikaela for her healing boon and if I recall correctly I didn't get to max the perk until prestige 2 around level 30 something. The game just sometimes goes like "screw this player in particular" and all you can do is scream in silence.

I got max perks on all of my killers before P1. The knight is fun though.

I know what you meant I got Skill merchant to blood web level 42 today & still only have her 3 perks at level 1 (not a single one appeared)
Got her adept regardless & a couple of tome challenges which is all I was levelling her up for.
But it definitely happens! More than it probably should but ultimately it really is just range & bad luck!
