Are the Attack on Titan Charms Unlockable via the Steam DLC?
I am not sure whether I’d receive the attack on titan charms if I purchased the steam DLC packs.
I don’t want to fork out almost $90 AUD for not the full package.
is someone able to lend some advice?

They are supposed to be, yes, although there's currently a bug preventing this. It will be fixed in a future update and charms given retroactively.

Status is "Under Review" so it seems like they should unlock, or the bug report would be closed / marked as invalid.

Yeah thanks. I've only just seen it :)
It's a shame the individual outfits I've bought won't discount the steam DLCS.

Update - yeah i just checked i still only have 3/5 of the charms and I've purchased the two DLC packs.
Hopefully this issue is resolved soon
