Why wont the in-game lobby chat open?

There's probably a really easy fix to this, but for some reason my lobby chat has just been disabled for the past few days.
is there a way to fix this?

Its better with it off, just leave it

He is referring to the lobby chat, not the endgame chat.
Here people can discuss tactics or confirm that they will be focusing on certain challenges.
Sometimes people just say hi or give compliments to one another's skin or nick.
