Pallet-stunning a Wraith while he's cloaked

I just played a match against a Wraith and managed to pallet-stun him while he was still cloaked. Unless my memory is deceiving me, I thought that doing so would stun him and also uncloak him—but I just played a match where I did just that, and the Wraith remained cloaked. Was this recently changed, or did I experience a bug?
