Nicolas Cage's "high knees"

Maybe the view is more prominent from a different player's perspective, but it's hard for me (when watching gameplay of him) to notice the "high knees" animation in Dramaturgy. Have you ever seen someone activate that perk? (I mean from the perspective of you're in the game and you happen to see the moment when a different player activate it.) If so, was the high-knees animation funny and obvious?
