Silent Hill survivor lobby music change

Why just reuse PH's lobby music? Akira Yamaoka made numerous tracks for the chapter, including one that sampled the default survivor lobby theme. Why not just make use of it instead of wasting someone's hard work? (Theme below)

Licensing. They may have the rights for the character, but perhaps not the rights to music. I agree it's a shame we haven't got them, but there may be more boundaries currently with changing the music.

If i had to take a guess, it's because those songs are tied directly to the exclusive japanese album of the silent hill edition for the game.
Meaning they're only meant to be featured there and not in the game itself.
