Blight's and Wesker's "Hug" tech

So we all know that Blight's "Hug" tech is not intended and is classified as a bug that is supposed to be fixes (*akhem* over a year ago *akhem*) but what about the wesker's "Hug" tech (aka rebound tech). Is it intended or a bug? They are very similar to each other I just want to know the answer to this question.
