What does Sadako's Tape Editing Deck Do Now?

This add-on confuses me because I thought survivors could put tapes in any TV now so they don't have target TVs anymore?

    I think it still assigns a target TV to them, kind of like how Iridescent Videotape does now.

    Say don't special items lock survivors out from using their normal items?

    If it does then it's quite funny when going up against 4 item survivors.
