Is there any reason why we couldnt had this theme for SH survivors in the menu?

This was already composed by Akira Yamaoka and was already in the ost, is there any reason why we couldnt have it as Cheryl's theme? At least for me it feels so out of place to use the same Pyramid Head theme for Cheryl.
I was really excited to see that SH survivors would have their own theme only to be dissapointed, i hope we can have a explaination (Expired Licenses? or other things)
