I have no clue if this is the right answer, but all of them have been shot at within their lore.
Nemesis should be obvious.
PH is a guess cause I've never played Silent Hill but a quick look at the wiki says the game contains guns.

My guess was their in-game names not matching their known alias. (Executioner instead of Pyramid Head; Nightmare instead of Freddy). Nemesis and Hillbilly don't fall under that.

Maybe 95% of the Nems I met are hardcore tunnelers, they will blatanlty ignore all others survivors even the ones who got down by a zombie just to tunnel the first who got hooked

Obviously that they have the best addons in the game. I wish poor Blight had such strong addons as them.
Have you ever seen the Black Grease in action? Faster chainsaw charging after getting blinded. Completely uncounterable and beyond busted.
Or the Licker Toung. The difference is literally a few inches! BHVR really went berserk on that one.
Freddy has dream pallets. Dream. Pallets. No way in hell anyone escapes against that.
And Pyramid Head has the iri Goblet. I've never seen anyone run that. But I'm sure it's the most broken thing ever.

Congrats to people whoever said "add-ons". Yes, these killers have worst add-ons in game. They have only few add-ons which is useful for them.
Because Nemmy is strong tunneller tho. Why you chase survivor which not infected and has full health?
Unhooked survivor is infected + injured = One tentacle hit and they are on hook again. And even if they pre-drop pallets, it's not problem for tier 2 Nemmy.
Nemmy's tunnelling ability is so strong.

Either a) Terrible add-ons which need reworking.
Or b) They would be a Survivor Series Team even Roman Reigns and the rest of the Blood Line would have no chance against.
