Like imagine if we could like buy or even design our own perk icons with our own pictures.

    You can, but you have to go into the game's files to change them. I personally currently have ultra rare perk backgrounds installed on the perks that were previously ultra rare as never ending purple and green gets boring to look at all the time. There have been no records of anyone receiving a ban for this.
