Why does the team repeatedly nerf a weak Killer's best add-ons instead of making them basekit?

How many times has this happened now? Let me think of a few of the times it has happened, or when you tried to do it.

The Trapper-- Nerfed Trapper Sack in his add-on rework rather than making it basekit. Nobody was pleased. He's a D Tier Killer.

The Hillbilly-- Tried to nerf the Engravings add-ons, but the backlash was so bad you had to revert it. But you didn't make them basekit. He's a C-tier Killer.

The Wraith-- You made his best add-ons basekit. Everybody was pleased. He was a D-tier Killer.

The Demogorgon-- Tried to nerf its best add-on, but the backlash was so bad you had to add it to the basekit.

The Onryo-- Nerfed Reiko's Watch, despite every Onryo player begging for it to be made basekit. She was a D-tier Killer.

The Nemesis-- Nerfed Marvin's Blood, despite it being his only consistent add-on.

The Twins-- Nerfed Toy Sword rather than making it basekit. They have no good add-ons!

The Singularity-- Nerfed Baseball Glove rather than extending basekit Overclock duration.

The Knight-- Still haven't made Map of the Realm, Call to Arms and Dried Horsemeat basekit, despite every Knight player begging for them. Also, you nerfed Pillaged Mead for some reason? He really needs a rework to both buff him and make him more fun for both sides.

The Executioner-- Still haven't given him an add-on pass that contains marginally useful add-ons.

The Dredge--Still haven't added Haddie's Calendar or Malthinker's Skull to its basekit.

The Nightmare-- Rework him to have Paint Brush basekit, PLEASE.

I'm sure there are more examples, these are just the ones I can remember off the top of my head. When a weak Killer has an add-on that's used a lot, PLEASE make it basekit rather than nerfing it. It's used so much because:

1. It gives the most consistent value, as others are probably "If Survivor does X thing, they become Exposed for X seconds!" or "Do X thing at thing at X time for Survivor Aura!"

2. It buffs their power the most, and because they're a weak Killer, they have no choice but to run those add-ons to not handicap themselves.

3. It makes the power more fun, because cooldowns are shorter, or you feel more speedy or streamlined, or it enables more mindgames!

We want more add-on variety. We want every Killer to have add-ons like Wraith or Plague or Legion. We want add-on passes where the Common add-ons are just as viable as the Iridescent ones, but you don't need any add-on to win. We want Killers with strong basekits where each add-on is powerful and changes your playstyle in a different way. PLEASE change your buff/nerf philosophy!

    There's way too many addons that need to be base kit. I know people hate Skull Merchant, but if you want to play her as a chase killer you literally HAVE to use a purple addon called Geographical Readout. Knight NEEDS Map of the Realm, Deathslinger NEEDS at least the brown reload addon so on and so on. Pyramid Head NEEDS at least 1 range addon or hitting your power just feels way too difficult in most situations. It's super annoying that addons that feel required for killers to feel good to play get nerfed because of statistics without BHVR trying to figure out why so many people feel the need to use them all the time regardless of build or playstyle. It's the same thing with gen regression perks, without them gens just fly by so everyone has to run at least Pain Res or Pop Goes the Weasel or it feels awful to play killer.

    i think that is because survivor mains would complain that all those killers with those add-on's would be too oppressive but yeah I do agree with OP post that majority of killer often feel weak because their base-kit is not good. it is hard to balance killer for ultra low level, low, medium level and high level. it is almost like every killer would need different base-kits at different levels....

    I mean, to the question in the title - because making the Add Ons Basekit would be the complete opposite of what the Devs want to achieve by nerfing those Add Ons.

    That's not true.

    They want to achieve lower pick rate for an add-on. Which is usually dumb, because reason is all other add-ons useless...

    So if you lower amount for add-on and give it basekit, then addon is not needed that much and will be used less.
