A terrible plan, you might just get 2 minute matches because the killer will just 4 man slug because there is nothing else to do, also it might raise the numbers of knockout and infectious fright and such, not a good plan.

You think that the balance in the match is such that the survivors are not able to survive more than a couple of minutes.
I offer a variety of mechanics in the match, you offer nothing and want the game to simply close due to the lack of variety.
And who wishes the best for this project?
There are people like you who do nothing but hinder the development of the project, and there are those who propose changes to the game for which they receive a permanent ban so as not to change the opinions of people like you.
The best thing you can do is leave the forum so as not to prevent it from changing.

it is so so so important to get early game pressure and start of game hooks are often what wins killers games.. terrible idea. this is coming from a survivor only player btw.

The vast majority of people find your idea terrible, apparently, besides the point where slugging is no fun and you would just slowly bleed out because the killer literally cannot hook you, this would probably shift the meta as well into a more slug heavy playstyle, because you literally cannot hook people...
How would you know if I offer any different solution? That's not what this whole topic is about, I can sure think of some things to bring more variety, but so do many other people, but BHVR is apparently not interested in those ideas.
