Probably a bug, nothing's supposed to affect that.

Are you sure you weren't just super close to the hook? Notification bubbles won't appear if you're too close to where the notification is coming from. The survivor being hooked may also have had Calm Spirit equipped, I'm pretty sure that also cancels the notification bubble.

you are right... I checked again in another match and it turns out I was wrong.
i think clear line of sight to the survivor being hooked also the reason not showing hook bubbles
