Since these aren't a full outfit, will they still be available for Shards in a month?

They will be purchase-able 28 days after new cosmetics release.
Also, even if new cosmetics are full outfit, that applies same to those.
Except License characters or collaboration outfits like AoT, Artists of Fog collection

The only exception is time limited collections.

Would they state "Limited Time" on release though? Like, how do we as players know what is only available for a limited time?

Keep in mind it’s not always exactly 28 days. One month, give or take a few days.
They actually have put the ‚limited Time‘ label in the respective collection trailers iirc. Also it’s been event/holiday related stuff (Halloween, Chirstmas/Holidays, Lunar New Year and Anniversary if i didn’t miss anything)
