There's a reason bleeding out isn't the standard go-to strategy. Bleeding out needs twice as much time to kill a survivor as hooking, and doesn't have set stages but rather picks back up progress. There is also no overlap between the two. If I have a survivor dead on hook, my optimal option is to hook them. If all the hooks around me are broken and the survivor keeps running back to the same corner, I can either wait three minutes and give a free 3-out, or risk walking away from the slug and them getting picked up and healed, possibly leading to a 4 out.
There should never be a situation where a killer cannot make a hook without any active survivor input. Breakdown is unhealthy for this very reason.
