Is this the first time a rework is added at the same time as a chapter?

Just realised this. From what i remember there usually aren't a lot or gameplay changes allongside a chapter release.
Does this mean gameplay changes may happen more often in the future or was this just something possible cause it being a half chapter?

it seems they have always tried to fill the hole in the mid chapter that add only one character with a lot of changes in the gameplay, for example, in "hour of the witch" they changed about 4 killers (like Legion, deathslinger, ghost face and spirit) And in a full-fledged chapter with Deathslinger, they completely redid sabotage. They just productively upload to the ptb all the changes ready at the time of the ptb.
