Should I Lobby Dodge Over This?

Since the Halloween event, the game has been bad on Switch (really bad). I was hoping it would go away after the event but it hasn't.
Do you see the red bar above the Ready button? Does that guarantee that my ping is going to be too high for that server?
I play docked with a wired LAN connection so I don't know what else to do.
Does the red bar mean I'm definitely going to have high ping 🤔?
