So why can't the studio take time out of new chapters to work on a new framework?

I know people are going to come in saying that it would take way too much time to build it from the ground up but you're forgetting one crucial element. Dead By Daylight mobile's engine. That's more stable and optimised than what we have over in the core branch. Since the dev studio is partnered with the folks behind mobile, why not use the already established engine they have and improve on it for the core game?
Having this framework would reduce overall instability ranging from game performance and the likelihood of bugs. Due to this and other factors, the efficiency at which the programmers can work on the game would be increased by a noticeable amount and would be less hassle for them than it already is with the structure the current one has. I'm willing to accept criticism as I'd like to hear genuine discussion had on this topic since I've never seen anyone talk about the possibility of rebuilding the engine using an already established one like mobile's.

Switching engines, upgrading the current engine, or any sort of major overhaul is not something that can easily just be cranked out by skipping a few chapters. Not to mention, the thing keeping the game alive is the frequent chapters.
As an aside, not every dev is working on the same thing. BHVR is working on multiple chapters concurrently to make 4 chapters a year considering they state it takes a full year to develop a chapter. They have a team cranking out bugs as every patch comes with a plethora of bug fixes. There's no reason to believe the devs aren't trying to improve their core structure at the same time of pushing out chapters. Any improvements made to the backend is never going to be noticeable to the players.

I do understand. Though I would at least like to hear your thoughts on if borrowing the engine from mobile. Would that make the process easier than simply rebuilding the engine from scratch? It's a hell of an investment but this would give the game more mechanical freedom down the line.

Always wondered what DBD would be like (Micro-transactions and such, aside!) if BHVR joined a major company to fully fund everything to get the game in a better place, where it needs to be, or could be.
Just to be able to play this game in the most optimized state…

BHVR is a major company unto itself and quite old as well. It isn't like they're a small indie operation.
The mobile game is extremely different from the console/pc game. The dev tools, teams, and functional foundations are very different as well. You can't just port things between them with ease as even the assets made by the dbd mobile team are built to meet wholly different specifications. Even if they were to somehow magically change their entire backend engine over to the mobile's engine you would not see an increase in efficiency or stability. You're now going to have a considerable experience deficit which means efficiency is going to be worse until they get used to the new tools, the things you've made for the original version of the game now have to be rebuilt in the new framework.
They'd also just end up inheriting the limitations of the mobile framework which will be to the game's detriment. Though again, the two games are extremely different under the hood in key ways making this pretty much impossible to do without a massive time and cash expense if it were to be possible to begin with.

It would probably be way worse than now.
Most of the big companys tend to be more and more greedy these days imo. And their games are not optimized at all.

This is true. I don't know how long of a process it is but for original characters they have to come up with designs and powers I imagine can be very complex. Chucky must've been one of if not the hardest they have ever done with all the new mechanics.

They are barely (more like not at all) able to keep up with the current workload as is. It's simply impossible for them to make sweeping changes.

I think Xeno's crawler animation and tunnel system or Twin's power in of itself is probably more complex than Chucky is.

3rd Person killer cam is pretty complex and likely took quite a bit of work to get to work right. At the end of the day, I don't it matters which killer has more complexity into their power. The devs are pushing what was possible with newer killers which shows there is work being done to improve the engine. It's going to be a very slow process and we're going to see bugs pop up as the work gets done.

The Devs have weaved a web of code and band-aids at this point... so it'll take longer for this to happen

Well they are, tho with so many continually pushing the otherwise narrative that they cannot afford to fund the operation or all the employees it would take to complete the process, one would wonder.
Def waay more greedy under a major corporate regime like EA or WB, for sure.
It’s all good, but I gotta disagree that DBD “would probably be way worse than now” and I’d be willing to go beyond the current offering to see what we’d get.

BHVR could develop a new version of the game and maybe they are. If they are, I doubt they would say anything until it's almost ready to launch. If they're not, I think it's a horrible mistake because the player numbers for this game are slowly declining. If they don't have another blockbuster game ready when this one finally dies (it will happen eventually), they won't be able to stay in business.
