PC - Self unhook didn't work after phasing to struggle state

Self unhooking using the anti-camp self-unhook method didn't work for me after phasing to struggle state from my first hook. The killer filled up my self-unhook meter just as I phased to struggle state, then I attempted to self-unhook myself. I got the Haste and Endurance status effects that I would get after being unhooked, but I remained on the hook. See YouTube video linked here. https://youtu.be/0tuY4lZei5w

Step 1: get first hooked

Step 2: phase to second hook

Step 3: Have the self-unhook bar fill up

Step 4: Attempt the self-unhook
