Chucky Obsession Build
With Friends till the end I have decided to make an obsession/oblivious based build with Chucky and the idea is to mainly revolve around his height.
Obviously Friends till the end, Dark Devotion, Nemesis, and Furitive Chase.
Unfortunately you are without gen regression of course and this build revolves around chasing the obsession most of the game though friends till the end does make that easier should you be downing someone who isn't the obsession.
Friends till the end activates when you hook a survivor who is not the obsession. The obsession becomes exposed and has their aura shown to you for 20 seconds. When you hook the obsession, another survivor is becomes the obsession.
Dark devotion activates when the obsession loses a health state. Your terror radius is then transfered over to the obsession for 30 seconds while you become undetectable.
Nemesis activates when you are stunned or blinded. The survivor who blinded or stunned becomes the obsession and is oblivious for 60 seconds while having their aura shown for 4 seconds. Anytime a survivor becomes the obsession, they become oblivious and have their aura shown.
Furtive chase activates when you hook the obsession. For 18 seconds you have 5% haste and are oblivious. The rescuer becomes the obsession.
Essentially you have terror radius a lot and the survivors are oblivious a lot with some extra benefits sprinkled in as well.

Dark Devotion seems kind of conflicting/redundant. If you hit and injure the Obsession, you would want to leave the Obsession so that you can benefit from the undetectable status effect. If you down an injured Obsession and get Dark devotion, wouldn’t hooking them give you Undetectable from Furtive chase already?
Perhaps a perk like Plaything/Hysteria or a chase perk for the 4th slot would be better.

Yeah, Dark Devotion seems out of place.
If you want a pure obsession build, use Rancor. Or if you are struggling with slowdown, use Gift of Pain or Plaything.
