Вариантов несколько:
1) что-то на компе блочит подключение (если вирусов и антивирусов нет, то маловероятно)
2) провайдер блочит соединение (видел такое в другой игре, там была проблема с CloudFlare)
3) у тебя "теневой" бан
Проверь у кого-нить из друзей, сможешь ли ты зайти в ДБД с чужого компа (другой комп, другой провайдер), если там будет такая же проблема, значит твой вариант (3).
