Maybe introduce personal shrines. They know what perks you have unlocked, how about it guarantees at least one unlocked perk per cycle?

How dare you?! Just because I wash my hands in innocent baby Dwights, meticulously cut up with the chainsaw, doesn't mean I'm sweaty. Bloody maybe. But not sweaty. Then again, I did play Alch Ring + C33 Blight the other day... It was liberating.
*Speaks in hushed voice* Don't let him fool you. He is trying to do to you what he did with the devs, when he convinced them that Blight's addons are fine. I hired a private investigator to keep an eye on him and he found this:

Can’t wait for some people who are gonna try and defend as ‘only decent gen regression perks’ left in the game after the meta shakeup. You don’t need both, only 1 is enough..

Why does everybody say blights addons are too strong? I read them yesterday and for me they were meh. I only use the iri one to distroy pallets and one other, for me that one is the most important.

Gen perks are never going away sadly. They need to be removed entirely if the meta is to be truly changed and i think it's far too late for this. It'd be too much work and to make it even exhaustion perks and gen speed perks would have to be removed to, even more work. It's impossible.
This is just how Dead By Daylight is. It starts out with what are essentially novelty perks and then it becomes objective centered perks (generators and chase/gen boost)

It's 2nd best killer perk (corrupt is no.1 imo) right now for sure as long as you pair it up with Agitation and/or maybe monstrous shrine if you plan to use basement regularly

Then, I'm sorry to say that you lack an understanding of Blight's power.
C33 makes Blight super easy to stomp in most public games with. Alch Ring is probably the strongest addon in the game all things considered (Tombstone Piece is still a Myers addon, so it doesn't reach that level). Adrenaline Vial gives you 2 more rushes, grants you faster recovery and makes you faster. Iri Tag is disgustingly overpowered in the right hands.
For a killer that even without addons is already top tier, this is too much. You could argue that the double speed addons are also too much because they make him so fast that you can guarantee hits in many situations. A good Blight is a monster even without addons. But a good Blight with addons (almost any of them) is pretty much unstoppable for everyone but the highest MMR survivors.

The issue is the addons in the hands of a good blight become very problematic. C33 is problematic for everybody. Insane value for little input requirement.
You give me alch ring, crow, and shadowborn, and I will comfortably beat most teams. Granted, I have a ton of hours on blight, it’s still a bit much.

It's funny how when they announced the Pain Res 'nerf', almost every killer player said the perk was dead and unusable. Fast forward to now and it's STILL the strongest gen regression perk in the game by a mile and is run by most killers.
I do think it needs to be tuned down, it's absolutely miserable to play against in some games because 25% regression for the killer just doing what they're supposed to be doing anyhow is pretty crazy.

Well try playing killer without any gen regression perks and you'll get sick and tired getting 2-3 hooks by the time all the gens are done and have all the survivors t-bag you at the exit gate.

Because people who complained about it did not really think. 4x25% is better than 15% on every Hook, because you get more consistent value out of it. Pain Res is only better if you get at least 7 Hooks with the old values, and if you get 7 Hooks, you probably dont need Pain Res anymore at this point.
Meanwhile, 4x25% add a whole Gen to complete and you can expect to get this very reliable in every game. For not really any effort, since you just need to hook people and it is really rare that you cannot reach a Scourge Hook at all.
It is even better now because it causes Gens to regress when they are blocked AND they changed the timing when it triggers, back then you had a split second to let go of the Gen before a Survivor is hooked, this is not the case anymore, meaning that it pairs even better with DMS again.
Add PGTW to Pain Resonance and you have A LOT of Regression. It is not really surprising that those two are the two most used Killer Perks by quite a bit. (In general, 4 out of the top 5 Killer Perks are easy to apply Slowdown...)

Not trying to defend pain res but isn't it a good perk for Killers to use because it supports not tunneling Survivors?
How often do Killers get to first hook every Survivor in a game?

Your thought process would be correct, if the Killer would lose the Stacks once a Survivor is dead. But this is not the case.
The Killer gets 25% of Regression for the first Hook and then needs to chase an injured Survivor two times to remove them from the game. And then they STILL have Pain Resonance.
While it certainly encourages to split Hooks, it does not discourage from tunneling at all, since the Killer can still get the benefit of Pain Res after tunneling.
