Because in the dream world he has a terror radius but it's none directional so is it a pass as it doesn't full count as a terror radius?

That's a Lullaby, not a Terror Radius.
Survivors in the Dream World are Oblivious, which means they are not considered to be within the Terror Radius (minor exceptions apply).

Yes it does. As the sleeping survivor is Oblivious they aren’t counted as being in a terror radius and it will affect them no matter where they are as long as they are asleep.
Unfortunately even then the perk is still pretty bad.
