lights out and Doctor's Static Blast

Hey y'all, hoping someone can answer this question for me. Since in Lights Out mode killers don't have a terror radius, and Doctor's Static Blast is dependent on your terror radius, does that mean static blast just doesn't have any effect? Hoping I'm wrong, because it seems like a heck of a thing to overlook and a shame that he won't have half his power for a whole week.

    So, legion still works in this mode and legion's power works on terror radius. Doctor should also work in theory. I did play a game with doctor though and found it really hard to pinpoint using the power, but it definitely wasn't 0 meters as i was hitting people with it. I'm thinking that maybe its not quite working right on doctor or that maybe its just much harder to hit with due to how the mode works.

    You cannot HEAR the Terror Radius as Survivor, but for the sake of powers being able to work, it is still there, and you can still be within it, it's also why Killers still have the Red-Stain in front of them.
