I'm wondering if the MMR system in this game puts high skilled with low skilled survivors on purpose to help carry those low skilled players and give them a chance.

Survivors give BP by focusing only on a specific character, but Killers require add-ons and have to allocate BP to all the killers they use, so Killers tend to have relatively lower prestige numbers.
For this reason, Survivors prestige is said to be unreliable, but killers who boast nearly 100 prestige are generally truly talented.

That is with the assumption that there are enough Killers and Survivors at every "skill range" throughout the day in all regions.
The answer is probably no so the game is forced to grab someone from a lower or higher rating to fill up the numbers.
Queues that prioritise faster lobbies over players of similar skill level wouldn't exist if there were enough players at each skill range to begin with. Matchmaking could be tightened if there were enough people. If it's not tightened, it just means there aren't enough players in each skill group or there is a risk of insufficient players in skill groups queuing

I’ve always been on the side of if you can’t properly let the matchmaking system work (in this case prioritizing queue times over fair matchmaking) then there’s absolutely zero point in having an MMR system.
