Skull Merchant sometimes doesn't set up a drone after you hook someone

For some reason, and quite reliably too, after you hook a Survivor and go to put a drone down, no matter how far you are from hook the Drone simply won't be put down. You'll gain undetectable, the ability will go on Cooldown, and the animation plays for both you and anyone looking at you, but no Drone appears.
