    This can happen on some maps. Whenever all pallet spawns are used up by real pallets, he has no spots to place them in, so you basically start the match without even the possibility to set up dream pallets.

    I've also seen this happen on the swamp and Midwich.

    Yes this is true.

    On most older maps, pallets have certain spots they can spawn in however only a limited number can spawn and so some spots are empty. As these spots still count as pallet spawn locations Freddy can place his Dream Pallets there.

    The new map however, all these potential pallet spawn locations always have a pallet. This means Freddy cannot place any Dream Pallet until a survivor drops one and you break it. This issue is present on a few other maps such as Midwich which always spawns pallets in the exact same location and Toba Landing which also uses up all potential spawns at the start.

    This makes this map pretty bad for Freddy because:

    1. You have no power until someone drops a pallet (on top of all of all the other restrictions around his power)
    2. As you can only set up pallets that have been used previously, survivors can avoid them easier
    3. Despite this there are a ton of pallets on this map, so even if you do place one down the chances that they will use it is lower than other maps because they have a ton of others to use.

    Basically, the newish map design philosophy of using up every possible pallet spawn at all times is hurting Freddy and making him even weaker than he already was.

    As @BlightedDolphin said, it is true. OP on Twitter has forgotten about Nostromo, where the exact same thing happens.

    Freddy's current power simply isn't worth using or even salvaging.

    Palette Freddy is said to be a joke, but I find it more pitiful than laughing that he can't even use that joke ability.

    Freddy should have both pallets and snares at the same time without wasting an add-on to make him weaker and Z-block should be basekit honestly

    Same on RPD - here you can only place 1 (!) Dream Pallet in an empty spot (Mainhall), thats it.

    BHVR need to give Freddy love more than every other killer in this game.

    So you have around 5 maps where you cant use your power until survivors break the pallet, making doctor's calm addons objectively better...
