Why are we matched with killers with poor internet connections?

The killers already get priority when it comes to ping differences and then we are matched with individuals that are lagging well before the game starts and then expected to have fun and stay?
Why is this a thing? Do they think showing us that the killer is lagging is going to make us accept it and be fine? It's not fun when I get hit WAY further than where the killer is standing.

Part of the problem is not enough dedicated servers globally. We have players in Australia and South America and Asia all not too close to existing servers, and many use VPN's.
