Why are there no new licensed Killer outfits?

Every time a new licensed killer is introduced, they seem to never get a new outfits. I was wondering why this is so? It's somewhat boring to main a killer that never gets new outfits to spice things up and keep things fresh.

    It is my understanding that outfits for licensed killers require further collaboration and permission from the licence holders.

    That limits the possibilities.

    Also, I'm guessing such skins may also be deemed too be ultimately too expensive to be worth the hassle.

    They need the allowance of the licence holders to do so.

    As others have said, simply because the license holder also needs to give permission. And not only that, they also have to agree on the terms when it comes to allowing BHVR to sell their IP. Easy example - maybe the License Holder wants more money from the cosmetic sales compared what the regular cut BHVR offers is.

    And this also differs from license holder to license holder. E.g. the Stranger Things license holder seemed to be quite invested in cosmetics, Steve, Nancy and Demo got new Skins (and I think Demo even skins which were not in the show itself). The NIghtmare on Elm Street license holders on the other hand dont want that, given that Freddy and Quentin never received any cosmetics aside from their Base Cosmetics (and Quentions variant) and Prestige.

    As others have said, it's completely up to the license holder. For example, Lionsgate is very generous, and Pig is getting a Twisted Masquerade Outfit for the coming Anniversary, along with a Mask for Detective Tapp. Heck don't forget that Tome 10 (X at the time) was entirely dedicated to SAW, complete with Tobin Bell voicing the Tome Trailer. Lionsgate also at the time gave SAW goodie bags to the Fog Whisperers, as well as passes to the amusement park where the SAW rides are in the UK to Scorpionz, who is the FW Pig Main.
