How is dead hard a fair perk?
Why am I getting punished for using a core mechanic in the game which is the only way for a killer to get a down? Survivors havve endurance after getting hooked, down them after and get hit by decisive strike, go for a long chase again and then get hit by dead hard? All 4 survivors using dead hard and it a lose if you have no gen regression perk and using a low tier killer. Survivor can get healed by other survivors, and they will still have decisive strike AFTER being healed, that blatantly means they are not being tunneled.
I don't understand why this game rewards bad play too much. Chase a survivor for a gen, barely catching up because you are using a weak killer, lose a down because of a perk plus they get a speed boost? And you get it everytime you are hooked? So many of these survivors getting hard carried by these perks but then cry when they are playing against sweats with meta perks and killers because they let these perks carry them.

It used to be worse. It's only two uses now and not everyone uses it nowadays so it's tolerable. It can definitely still feel like BS but it's not a nonstop pain in the butt anymore. If you're running into it that often, try baiting it out. They most often use it at pallets or windows, or do a 180 and run into you to get you to swing at them out of reflex so watch for signs.
Vecna's upcoming perk that makes crows cause Exhaustion will be a significant counter to Dead Hard, too.

Just… wait it out or use an exhaustion perk or add-on.

I get your frustration, but there are perks like this on both sides that punish and reward unfairly. Look at rancor for example. A survivor that have not been hooked/downed even once can be instadowned and killed simply for finishing all gens. Killer get rewarded with a free kill because survivors did their job. But for both these cases, its so rare to see, so its not a problem imo

Id like to see what happened before coming to conclusions.
The first situation you describes is you getting punished for tunneling. You chased them off hook and got hit with basekit bt. Then you continued to chase / tunnel and got hit with ds. After that, you still committed to the tunnel and got hit with dh.
You could have avoided at least 3 of these happening if the survivor didnt bodyblock you.
