Are Wiggle Moans currently bugged?

I've played different killers against different survivors since 8.0 and the wiggle moans (not moan teching, just regular) are inconsistent and spaced far apart. It is significantly different from the usual ~10 moans before they wiggle free. Is this now intended or a bug?
