Chucky's lobby voicelines issue

Issue: The frequency of Chucky's lobby voicelines playing is either really rare or just doesn't play at all no matter how many times you select him, however when you go into custom games, his lobby voicelines occassionally triggers for some reason.
(Picture below have no lobby voiceline playing despite Chucky being supposed to always say something when selecting him as he did so originally, however now he never says anything no matter how many times you try selecting him, as it shows no subtitles which are enabled)
(Picture below have one of his lobby voicelines playing after a short delay after initially selecting him, however his voicelines are not supposed to be playing in custom games or when entering a lobby with Survivors, as seen by the subtitles popping up)
How to reproduce Picture 1: Select Chucky in regular lobby like in top picture to get no voiceline 99% of the time or just never.
How to reproduce Picture 2: Select Chucky in custom game, wait a few seconds and one of his voicelines will sometimes trigger, however the consistency of that happening is 50/50 as sometimes it occures and sometimes it does not.
Occures inconsistently.
