    The licensed Killers cannot be bought by using Shards. It is way harder to get the permission to give them away for free, since it is not only the decision of the developers/Publishers.

    It's pretty much this.

    The license holders of the movie killers will get revenue from each DLC pack sold for their respective killer.

    If Behaviour started to give this away for nothing with their in-game currency the license holders lose money, no way they let that happen.
