How does Prestige affect Perks

Does it give perks a boost in efficiency. For example, the self heal perk heals at 50% will it heal at 55% or something when I prestige?

    No, it doesn't affect perks at all. It just gives you some bloody clothing and a slight chance of better stuff in your bloodweb
