that depends where you are located but here in the UK updates and new things are usually dropped at 4pm UK time.

I think an official post somewhere said 11 am ET, which makes sense since that's usually when updates and events drop. So about 1 hour from now.

You guys should really start reading patch notes, it drops at 11am EST which was confirmed in the patch notes.
