Account linking issue

For a little context before the actual question: i unlinked my steam account from another behaviour account so that i could use cross progression and i had to wait two months to even link the steam account to the behaviour account that has my xbox account linked to it, i am a few days over the wait period so i confirmed its not that.

However, I have been trying for the last three days to link my steam account to my behaviour account with my xbox account (where i have bought the most dlcs and put the most playtime into) so i can enable cross progression. But every attempt i have made to link my steam account to the behaviour account with my xbox account keeps giving me the same error, anyone know a fix or how i can actually get help from BHVR?

And before anyone asks, yes i did check that the other behaviour account doesnt have the steam linked to it.

I have also opened up two support tickets but have not received any answer for two-3 days
