Player Reporting Needs an Overhaul

Last week, I ran into a person who had no interest in playing a normal game; their whole mission in the match was to grief people as much as possible. They weren't very good, but every down they got they imitated sexually assaulting each person, and when they finally did hook, nonstop hitting ensued. They were obviously going out of their way to be as obnoxious as possible. I was lucky enough to not come across them myself, but kindred showed them nonstop hitting on hook & I got video of them doing their thing to downed survivors, and it was obvious what was going on. Reported them with more than enough evidence and today got the response from customer service that camping isn't a punishable offense. Nowhere did I mention camping, but the ticket was closed and that was that.

This nonsense has become insanely common, and obviously nothing is being done to stop it because either the messages aren't really being read or the videos aren't being watched. I don't care which side is doing it, but it needs to be addressed & stopped. I'm genuinely asking, what can be done? I've been involved in this game since 2018, and things are worse than ever. Out of the 60ish people I've played with in the last two years, I'm the last one due to all of the bad actors on both sides. I'm on the verge of being done too and don't want to be, but this situation concerns me that it's not a problem that is looked at as large enough to fix. Any help would be appreciated.
