How does the tome work exactly?

I've never really participated in the tomes and rift before now, so I'm just wondering; if I complete a chapter of a tome, can I still do it's other challenges for rift fragments, or once I complete a chapter it no longer has rift fragments like older tomes?

You can still do the other challenges once you claim the "epilogue" nodes, if that's what you mean. For as long as the current rift's active, the current tome's challenges will reward fragments. How far you are in the tome doesn't matter.
The epilogue nodes are what allows you to claim the page's rewards, and allows you to progress onto the next page, if available.
