Nemesis Hindered doesn't work

Patch 8.2.0 came out and Nemesis Hindered doesn't work as intended.
The duration of Hindered at base kit and with Licker Tongue is correct, but the value - the power of the Hindered isn't correct. It's not 20%. I'm not sure if it's working at all. It may be 0%, but I suppose it's like 1 or 2% for some reason.
He isn't a Bubba, so I hope fixing this bug will take less time than 2 years. Thank you!
