what does Dracula's travelers hat addon do?

ive analyzed frame data on whether it makes you transform into the creature you picked faster, no.
does it allow you to use your powers faster? nope.
i genuinely dont know what this addon does?

The Addon is currently bugged and does not work. The developers are aware of it and will fix it. So if you equip it, you will see no difference

it makes your cooldown for transferring one form to next form shorter by 10%. not to be confused with other cooldown add-on which makes m/s reduction last 10% less long.
