Agitation
agitation is really good for scourges and just in general speeding up the hooking process. The increased terror radius is usually a downside though i suppose.

Unless you're using Starstruck. Then it's a perk of mass destruction

Agitation and Brutal Strength are both nice, though I think Brutal is better.
Unnerving Presence on the other hand is actually outright detrimental unless you're playing against newbies that can't hit skillchecks.
Unnerving does not affect the "Great" zone of the skillcheck, so the fact that it makes skillchecks happen more frequently just lets good players hit more "Great" skillchecks, making generators and healing go faster.1 -

I'd say Agitation is the best overall and it can fit into most builds pretty well, but Brutal is fine too and in certain builds might be better than Agitation. Unnerving Presence is just bad though

Agitation
Speed to the hook feels more efficient than breaking a pallet slightly faster. Agitation is also stronger against good SWFs who attempt to swarm to stop a hook.

Agitation is great in specific builds (Scourge, Basement, Starstruck, Backpack, etc.), but outside of those builds, it's fine, but niche.
Brutal Strength is great on Killers who struggle around Pallets or don't have time to waste kicking gens. More generally useful than Agitation, which is why I gave my vote to it, but the two are fairly close.
Unnerving Presence either ruins noobs or does practically nothing against people who can actually play. It's fun on Skill Check Doctor though, so that's something.
