How do you report hacking/cheating?

It says you need to report the player in game and have their player ID, but what about if you aren’t sure which player is the culprit? Do you report them all or not? Which ID do you put on the report?

    If you can't say specifically who needs to be reported, leave it, and pay better attention next time. Reporting players who have done nothing wrong is not fair to them.
