Why do Stranger Things chapter characters not have adept trophies?

They lost the license for Stranger Things for a while and therefore had to remove the characters, they removed the archivements with them and didn't ever add them again how it seems.
I can't tell you if they ever come back, but maybe xD

As the other commenter said the licence was removed and you could no longer buy the characters for some time so the achievements were removed and their perks made generic and available to everyone.
The achievements were turned into other ones such as ‘escape using only 3 generic perks’ and those who already had the adept achievements automatically had those completed; they’re listed under Chapter XIII on the achievement list iirc.1
